What is the story?

When a fancy-footed musical instrument salesman greases his way into a small town, he is determined to fleece the naive community by pretending to teach the local children to play in a marching band! But as the conman is about to pocket the cash and make a speedy getaway, he falls for the beautiful and sharp-witted local librarian and undergoes a change of heart.
